The Bratislava Resolution of the MKM

The member organizations of the Working Group of Hungarian Communities (MKM) in the Federal Union of European Nationalities (FUEN) have adopted the following resolution at their meeting in Bratislava.

1. We welcome and note with confidence the new Hungarian government’s commitment to continuity in national policy. We consider it a priority to preserve, strengthen, and build upon the achievements in national policy attained over the past decades, which constitute an important pillar for the survival and growth of Hungarian communities abroad.

2. We consider it important to strengthen the symbolic and institutionalized forums of national solidarity—the Hungarian Permanent Conference (MÁÉRT) and the Forum of Hungarian Representatives in the Carpathian Basin (KMKF)—as governmental and parliamentary forums for Hungarian-Hungarian relations.

3. We highlight and gratefully acknowledge the consistent financial support provided to FUEN by the governments of Hungary and Germany, which is indispensable for the consistent, long-term, and effective work of the organization and the Working Group of Hungarian Communities.

4. We highly value the indispensable role of FUEN in representing Hungarian national policy aspirations at the European level. The joint work carried out within the organization is essential for the codification of minority rights at the EU level and, within this, for the promotion of the interests of Hungarian communities.

5. Similarly, we regard the European Parliament’s Working Group on Traditional Minorities, National Communities, and Languages as a key partner, as it plays a significant role in preparing the legal framework for minority protection, presenting the situation of our communities, and representing them at the parliamentary level.

6. To maximize advocacy at the European level, we will continue to rely firmly on close and strategic cooperation with the HUNINEU Foundation, established by Hungarian parliamentary parties to represent the interests of Hungarian national communities in Europe.

7. The key to our future lies in the hands of the younger generation, which is why we are committed to involving our youth organizations in our activities. Our goal is to vigorously represent the interests of Hungarian youth in the Carpathian Basin in decision-making and advocacy, ensuring the conditions for their success in their homeland.

8. We consider it unacceptable that the Beneš Decrees, based on the principle of collective guilt, and the historical legislation reinforcing them should continue to serve as a legal basis for the settlement of current legal and property relations in the 21st century.

We call on the Slovak authorities to abolish the discriminatory legal practice that violates the principles of the rule of law and legal certainty, which, by invoking historical acts of confiscation, allows for the retroactive questioning or deprivation of contemporary property rights, and ensure that these laws have no further legal effect on current legal relationships.

9. We express our deep concern regarding the Russian aggression and war in Ukraine, particularly the attacks targeting the Hungarian community in Subcarpathia, as well as the hardships of war afflicting the Hungarian community. We assure our fellow Hungarians in Subcarpathia of our full solidarity. We firmly believe that, in order to protect human lives and secure the future of our communities, the most important task is to establish peace as soon as possible.
